General Membership
Any business entity, other than a railroad, which manufactures freight cars or owns and leases cars to shippers or others, (collectively “Lessors”) or any shipper utilizing private freight cars which it owns or leases (collectively “Shippers”) shall be eligible for membership in NAFCA and shall be entitled to all of the privileges of membership subject to payment of dues and assessments; provided, however, the Operating Committee is empowered to determine that any entity seeking membership in NAFCA is not qualified because of having interests too closely aligned with those of an individual railroad or the railroad industry.
ASSOCIATE MEMBERSHIP

Any business entity which provides administrative services (including but not limited to railcar management, maintenance, taxes and inspection services) supporting an owner, lessor or lessee private railcar fleet, which (1) cannot otherwise meet the requirements for general membership to NAFCA as a manufacturer, owner, lessor or lessee of private railcars, and (2) is not an operating railroad, railcar broker or representative of another Association shall be eligible to be considered for associate membership in NAFCA subject to payment of dues.
